Default Flush VS OESD

This may be stupid but....

If I have a four flush on flop (two in my hand two in flop) I have 9 outs
If I have a open ended str8 draw I have 8 outs

So WHY is a Flush a higher hand than a Str8, It seems to me that a Str8 is harder to get,so it should be a higher ranked hand.

When two cards come on flop that help my flush I always have 9 outs,
Only sometimes do I have 8 outs with my str8, As you know somtimes we get the CRAPPY gutshot darw which gives me 4 outs, which is normaly not even worth chasing.

What am I missing?
