Seriously fold preflop. Very weak hand.

Look for starting hands which are more coordinated such as:

AKQT
9987 with at least one suited
A8s76

I am a (very) tight Omaha player but I would regularly fold QQxx or even KKxx.
Playing that hand there you are essentially looking for only a 9 high flop (9 high flush or flush draw is garbage in Omaha as is a king or even trip kings with a 9 kicker.).

In addition 99 can never be the nuts by even the turn (unless you hit quads)since if there are 3 undercards a straight will be possible.
