or think of it this way. you were lucky(in a sense) to flop a pair, as in 70% of the time you wont flop a pair, and wont be able to just move on the flop with little to no risk and take it down.
also keep in mind hes not raising 100% of the time with a pair. more than 50% of the time preflop you do indeed have him dominated. you have good fold equity in this hand with a push, i think raising is the right play. he is supposed to fold low pairs to make your push very good, but even if he calls you with 22, he still calls you with hands that you dominate like all the big aces, hell maybe KQ, KJ, who knows. 44 is a terrible call there in the long run as your range is probably like at least (i dunno how you play and i dont know exactly how this dude was playing so spare me) but you are prolly shoving like 88+, AJs+ or something. he is definantly dominated more than not.
this is why tournaments and sngs bug me sometimes. it seems like u can make every +ev play but every time its a race and you lose. or like in sngs u shove on the bb from the sb on the bubble with junk like 45s and he calls with like J7o and wins. so rigged sometimes
