Someone else bet on the flop and he folded.

I like the fold though, I think the very least that your up against is a flush draw, but you could also be up against a set/two-pair/weaker queen, villain was first to act, I don't see him bluffing at this flop. Since, you don't have a very good idea where your at a fold is good, if you raise the flop your building too big of a pot with a weak hand.
