Moving up the blinds

I'm so fustrated with being called preflop after making a decent raise only to get blown out by someone holding j-8o or A-rag o.
I've been playing on the 10c and 25c. I've built my bankroll up to $300 from $20 so if i follow the rule of only ever playing with 5% of your stack thats where i should stay. But it's too tedious so i've been sat at the 50c tables.
Yet herei stil find that people will call your preflop raises with j8o or a5o even though i play tight. It's not like i've been bluffing loads or caught bluffing.
So my mate keeps telling me "sit on the $1 tables the standard is much better" so i do and quickly made some bucks from a nice tight game. However, i go all in once with my pocket kings against pocket aces and i've lost a third of my bankroll. Two more of those and i'm skint!
So what advice do you give for moving up the blinds? The books say play with 5% of your bankroll so to sit on a $100 that means i should have $2000 in the bank (which i haven't so could quickly lose the $200 i now have left) but the standard of play is much higher and you don't have to put up with so many bad beats...
