It smells like a semi-bluff to me -- I don't think he's got the 10 and I don't think he's got a top-tier pocket pair. That said, you could still very well be beat here so I don't think you can make this call.
He's bet into you and you've flat called twice. If he was on a monster hand, I'd expect him to bet into you because you haven't shown enough strength for him to guarantee that you'd bet into him after the river. But for the same reason that he didn't bet at all, I don't think you can put him on an outright bare-naked steal either. I just feel there's too many ways to lose this hand right now so I'd lay it down and pick a better time to go for his cash.
